The meeting was called to order at approximately 9:40 AM by the president, Hill Harper

1. The minutes of the meeting of the November 2003 Business Meeting of CJAG were approved.

2. Hill Harper summarized the BOR Academic Advisory Committee meeting on Criminal Justice from November 2004.  A copy of the BOR AAC on CJ can be found on the CJAG web site.  Hill Harper noted we are still being asked to do more with less, but we are also being asked to let the University System of Georgia (USG) know of where the problems caused by the loss of financial support are hurting our ability to provide the quality of education to our students that they have a right to expect.  Members are urged to read the BOR AAC on CJ minutes and to let the Chair know of any instances they may experience at any time.  These will be forwarded to the USG staff.

3. The current CJAG Annual Meeting had a total of five panels and one workshop making presentations which is the current reasonable maximum, six, that can be supported for the time period we have for the convention without having times for CJAG meetings that conflict with one another.  There were a total of 23 panelists making presentations, minus three no-shows, and a total of 82 attending for an average of 13.66 per panel, with the figures ranging from a high of 15 shared by three panels and a low of 11. [Note: these figures include the last panel, which was held after this business meeting, and hampered by the Hotel’s early check-out requirement.]

4. Eugene Bouley, Treasurer, reported on the financial and membership of CJAG.  He said there were 32 faculty, 1 staff, 31 students, and 2 others for a total of 66 members.  A total of 60 members were mailed certificates acknowledging that they were founding members.  The total income from membership fees was $505.00.  The costs were $15.00 for a checkbook and $5.50 for extra deposit slips, leaving a balance of $485.

The membership fees were gathered after the meeting before this one, and because of that are good until the annual CJAG meeting in November 2005, at which time membership fees will be collected.  Membership fees will also be due from participants before whose papers have been selected for presentation at that meeting.

5. After some discussion, the members present unanimously voted to award an appropriate certificate to each of the two Criminal Justice students who showed and made presentations.  These are Betsy Rollins, Valdosta State University, and Taffee Winfield, Albany State University.

6. Other business and announcements: Several members had requested that the issue of a reduction of the registration fees paid by CJAG members to the Georgia Political Science Association (GPSA) be discussed with the GPSA, especially as CJAG is now collecting membership fees.

Leo Downing reported that the GPSA had been willing to discuss the issue.  Lee said that their fees membership fees are not used for the costs of the meeting, and that the registration fees are not used for anything but the costs of the meeting, by which we benefit.

He has been invited to attend their semi-annual business meeting in April to further discuss this matter.

7. Other business and announcements:  Hill Harper raised the problem of students who have agreed to make presentations not showing up to see what can be done about it.  Glenn Zuern made a request that all members encourage students to attend and that members who plan to attend the CJAG annual meeting who are faculty at a CJ program from which there is a student presenter take a more active role in sponsoring the student and coordinating the student presentations with the chair of the student panel.  The student panel will be continued, but if there are problems the President has the flexibility to assign students to other panels or faculty to the student panel.  Hopefully, too, the continuation of a certificate or plaque for best presentation will be an encouragement.

7. The CJAG Annual Meeting for 2005, Leo Downing announced, will be held in conjunction with the GPSA annual meeting at the Mulberry Inn, Savannah, GA, in 2005, November 10-12.

8. Selection of panel chairs was made in an open floor approach starting with voice and hand requests to chair a panel starting from the front of the room toward the back.  For the first time there was an embarrassment of riches as two more members wished to chair panels than there were panels.  The chairs of the six panels who were selected are Leo Downing, Eugene Bouley, Hill Harper, Charles Ochie, Chris Ludowise, and Brooks Lansing.     Thanks to Stuart Batchelder and Obinyan for offering to chair panels.

9. The election of the Vice President was held.  A motion was made that the same officers be retained, but Hill Harper said that he wanted to see more members having the experience of being officers, as he believed that would make for a stronger association and therefore would not accept an elected position in CJAG at this time.  Leo Downing takes over as President, beginning with the ending of this meeting, and in keeping with CJAG’s by laws.  Heather Perfetti was elected Vice President.  Eugene Bouley will serve his second year as Treasurer in keeping with the by laws.  As Past President, Hill Harper continues to serve on the Executive Board.

10. The Business meeting was adjourned at 10:45 AM.
